The Ministry of Local Government, Decentralisation and Rural Development (MLGDRD) has released the approved results and allocations for the 9th Cycle of the District Assemblies Performance Assessment Tool (DPAT IX) for the 2024 fiscal year, with Amenfi East Municipal emerging as one of the major beneficiaries.
The assessment, conducted across all 261 Metropolitan, Municipal and District Assemblies (MMDAs), measured the performance of each assembly using the District Development Data Platform. After reviewing recommendations from the DACF-RFG Technical Working Group, the District Assemblies Common Fund Responsiveness Factor Grant (DACF-RFG) Steering Committee approved the final results and allocations at its meeting on Thursday, 30th October 2025.
According to the Ministry, Ghana’s national average score for this year’s assessment is 36. The number of assemblies scoring at or above this average improved from 106 to 118, showing progress in how local governments deliver services and manage development.
National Allocation Structure
Under the new allocation system:
20% of the total funds (Basic Grant) was shared equally among all 261 districts.
60% of the Capacity Building Grant (which forms 10% of the total funds) was also shared equally.
This means even assemblies that did not fully meet compliance requirements still received their Basic and Capacity Grants.
In addition, the Ministry introduced a special Vulnerability Window Grant Programme designed to support assemblies facing serious social and developmental challenges. A total of 45 assemblies will benefit from this special fund in the 2025 fiscal year.
